In the early 1990s, the Company became one of the first foreign investors to establish its presence in Kazakhstan by participating in appraisal of the country’s hydrocarbon reserves and since then has played a leading role in the development of the country’s oil and gas sector.

EXPLORATION
Kazakhstan remains strategically important to Shell, reflecting a long-standing partnership and shared commitment to the development of the country’s energy sector. The Zhanaturmys licensed block in Aktobe region forms part of Shell’s exploration focus in Kazakhstan, with deep subsalt potential. Shell is preparing a combined 2D and 3D seismic acquisition programme to enhance subsurface understanding and support future exploration decisions.
SOCIAL INVESTMENT PORTFOLIO: CONTRIBUTION TO SOCIETY
Shell Kazakhstan is committed to making a lasting impact in the communities where it operates. Through strategic investments and partnerships, Shell supports initiatives that strengthen education, healthcare, sports, culture, and essential infrastructure across West Kazakhstan, Atyrau, and Mangistau regions. As part of the Production Sharing Agreement (PSA) commitments, Shell Kazakhstan directs a portion of capital expenditures toward social infrastructure projects. To date, KPO and NCOC have invested over $1.3 billion in critical regional initiatives, enhancing the quality of life for local communities.

NXplorers
Shell’s flagship program designed to equip students and teachers with critical and creative thinking skills to address complex challenges. Since 2023, the program has been implemented at the national level as the National Ecological Olympiad through a Memorandum of Understanding between Shell Kazakhstan, the Ministry of Education, and the implementing partner.
To date, over 11,900 students and 1,989 teachers have participated in the program. 
Shell LiveWIRE
The program empowers small and medium-sized enterprises by providing essential resources, expert guidance, and strategic support to drive sustainable growth. As part of Shell’s global initiative with over 40 years of history, the program operates in 20 countries, fostering entrepreneurship and regional economic development.
Launched in Kazakhstan in 2018, it has expanded opportunities for local businesses through co-financed consultancy services, specialized training, business networking, individual coaching, and ongoing post-project support. To date, more than 3,841 entrepreneurs have benefited from non-financial assistance, leading to the creation of over 1151 new jobs.
Batys Agro-Hub
Vocational training initiative dedicated to empowering vulnerable groups in West Kazakhstan. The programme supported 34 participants, providing hands-on training in greenhouse agriculture, marketing, and business planning to build a skilled and resilient agricultural workforce. As a key outcome, 10 top-performing participants received seed funding to establish greenhouses and to launch their micro-businesses in agriculture, fostering entrepreneurship and economic independence.
In partnership with Eni, Batys Agro-Hub plays a vital role in strengthening Aksai’s agricultural sector. By equipping participants with essential skills and resources, the initiative promotes self-sufficiency and unlocks new economic opportunities. At the same time, it supports long-term regional stability by diversifying the economy beyond oil and gas. 
Shell Эко-марафон
Since 2017 Shell Kazakhstan supports Kazakhstani student teams in the Shell Eco-Marathon in the Asia-Pacific region and the Middle East. Annually, three teams build and compete with energy-efficient car prototypes, representing Kazakhstan at this global competition.

Solar for Schools
Shell Kazakhstan, in collaboration with Nazarbayev Intellectual Schools and supported by the RoK Ministry for Energy and the Akimat of Astana, launched the "Solar for Schools" pilot project in 2018 in Astana. This initiative aimed to develop small-scale distributed green energy systems in five cities, enhancing interest in science, technology, innovation, and entrepreneurship among Kazakhstani youth while promoting awareness of Kazakhstan’s Energy Transition. The project benefited the Nazarbayev Intellectual School of Physics and Mathematics in Astana, Uralsk, Atyrau, Aktau, and Turkestan, with each school receiving a 100-kW solar energy system. These systems, designed to meet each school's specific needs, reduced annual power consumption costs by up to 30% and exported surplus power to the municipal grid.
ORLE
Launched in 2021 ORLE project supported vulnerable communities in West Kazakhstan by providing training in farming (green housing), handcrafting, basic marketing, and business planning. It also offered seed funds for starting micro-businesses. Over two phases, 118 people were trained, with 17 beneficiaries starting farming micro-businesses and 15 starting handcrafting businesses.
ORLE Tech
Launched in West Kazakhstan and Mangystau regions in 2022, this skills development project for vulnerable youth focused on modern digital specialties such as web design (using Tilda and WordPress) and software testing. Out of 268 registrants, 121 participants completed the training, resulting in 74 webmasters and 47 software testers. The most successful students secured job opportunities, with 27 signing their first commercial deals.
Student Energy Challenge
This intellectual team competition, launched during EXPO-2017, fostered innovative scientific projects among university and college students. Over 423 university teams and 90 college teams have participated, with winners receiving grants, study stipends, and internships.
Industry Initiative for Oil & Gas Curriculum Development
Shell Kazakhstan actively collaborated with national technical universities to enhance oil and gas curricula. Satpayev University piloted this initiative, incorporating the academic program of the Colorado School of Mines, supporting faculty development for Ph.D. degrees, and facilitating scientific research and guest lectures by Shell experts.
West Kazakhstan Agro-Technical University (WKATU) Collaboration
In 2022 Shell Kazakhstan partnered with WKATU to update the Chemical Engineering curriculum, aligning it with modern industry standards. This project aimed to improve graduate employability, meet international engineering company requirements, and enhance the quality of educational programs and student enrolment.
Road Safety
A joint programme with Eni aimed at improving road safety in WKO by addressing driver and pedestrian behavior. Launched under a MoU signed in 2019 with the Akimat of WKO, the initiative focuses on awareness, training, and infrastructure support. Since launch, over 165,000 people — including schoolchildren — have participated in awareness campaigns. Around 950 teachers were trained to use specially developed educational materials. Training was also conducted for local police, emergency services, NGOs, and over 2,750 drivers from local auto and taxi fleets. Additionally, three mobile road safety playgrounds were handed over to the police, and regional road accident maps were developed to help identify root causes and guide interventions.
Upstream Technology and R&D Road Map
To contribute to the Government’s innovation agenda, Shell led the development of the Kazakhstan Upstream Oil and Gas Technology Roadmap with active involvement of partners. This collective industry project built a shared vision on the technological development of the sector to bring new technologies to Kazakhstan that not only help increase oil production but also discover new oil and gas resources in the country. The roadmap was delivered in May 2013 and was endorsed for implementation by the First President of Kazakhstan. 
Shell and National Company “KazMunaiGas” were the first to implement the roadmap by launching a pilot project to address one of the priority challenges related to geochemical capabilities which are very important to find more hydrocarbons and develop and produce fields at minimum cost.
In the span of 12 months Shell experts developed and created a state-of-the-art geochemical laboratory complex which was officially opened in Atyrau on April 13, 2015. This facility was handed over to «CaspiMunaiGaz», KMG subsidiary in Atyrau.
Shell financed the procurement and commissioning of a unique equipment, provided continued expert supervision to ensure highest standards of quality and precision are achieved and organized specialized training for the local staff in the Netherlands and in the United Kingdom. 
The laboratory complex provides geochemical services and research for exploration, development and production. It is of the greatest importance in the oil and gas industry to explore, develop and produce fields in the most economical way.
Today, the laboratory is providing independent and high-quality geochemical analyses to Kazakhstan oil and gas businesses and recently has entered the international arena offering its unique services. 
In December 2018, the OECD convened its 11th session on Natural Resource-based development. Shell Kazakhstan’s work on establishing a geochemical laboratory was included in the OECD’s compendium of global best practices on shared value creation and local content development.
